Outbound Idoc goes to status 23

Outbound idoc goes into status 23 on trying to process using tcode WE19-->standard outbound processing.

The status change order for the idoc is:

Idoc created--> idoc generated --> ready for dispatch --> Idoc sent to SAP system(Data passed to port OK) --> error during dispatch --> error during retransmission.

Please guide me on this as I believe there is no Custom logic behind this status 23.
