Crosstab Reports with Null Values using a grouping formula

I have a crosstab report in Crystal Reports for law enforcement, that shows crime groups for each "beat" or "zone" for each month. For example since we have few or no homicides in a month, it removes the entire row, rather than inserting a "0" for each zone. How can I fix that?
