[Bug] Sap Managed Tags unavailable - unable to ask a question

While trying to pick a "SAP Managed Tag" while posting a question I'm getting an error "There was an error retrieving the list of Tags. Please try again later."

Because this tag is required I'm unable to ask a question.

Steps to reproduce:
1) Go to https://answers.sap.com/questions/ask.html
2) Start typing something in "Sap Managed Tags" field

Expected result:
A list of tags to pick from

Actual result:
A "There was an error retrieving the list of Tags. Please try again later." occures
