Time period upload succeeds but 'No time data' error after IBP Excel Add-In log-in

For a new planning area, we would like to use the following Time Periods:

It has only 3 rows. These represent 3 time buckets (Time Periods) which do not exactly correspond to years (these are more abstract periods which might shift ... so if we can not get the Time Periods to work, an alternative would be to use an attribute for this and model them in the columns), but since we have to choose a default period level for the Time Profile, we chose years.

This .CSV uploads without any issue via Data Integration Jobs.

The problem is that when we activate the planning area, we receive the error "No time data. Ask your administrator to check the planning area configuration".
