SAP Identity Authentication Service register in Test having login to Productive

Hi,

We have a user who was set up as an administrator in the Productive System but was not in the Test system. Can that person set up himself/herself in Test? If the answer is yes, how can he/she do that?

Frankly speaking, the person who was in charge/registered in Productive and Test left the company and we have not been able to activate users in Test. I don't look after security and this topic is out of my league, I'm trying to help to get this resolved
