C4C Automatic Survey assignment in Sales Quote does it work differently?

Hi,

I have set up a survey, activityplan and routing rule, with the purpose to assigning a survey to a sales quote automatically.

What ever i try the survey is not assigned automatically, although all the necessary settings are made.

Within the quote in the Surveys tab, when I press More - Refresh, nothing happens, although i expect the survey to be added (as it does in visits)

When I press Add only then the message Activity Planner Routing Rules were re-executed appears and i can add the survey manually.

Why is the functionality working differrently in Quotes then in Visits even if setup completely identical?

By the way i tried this in different systems. Is ther still some hidden setting to be made, when setting this up for quotes?
