Ok, first depending on your proficiency, you would need to choose which SDK you want to develop with. Personally, I find the Java SDK to be the best-supported.
Once you have done that, you will need to set up your development environment. There are searchable resources to help you with this on help.sap.com.
From what I can guess, your best approach would be to create a text file for your application listing the publications you want to change, OR to simply query all the publications on your platform then select the ones you want to change from a checkbox list or similar UI.
Keep in mind we can help you out in developing queries and communicating with the platforms, but in general things such as UI design are outside the scope of product support.
