Production Order , no bom, no routing, not costing

I am wondering if I can create a production order that is basically a shell for ATP purposes only. I know I can create an order that has no bom and no routing, but can i assure there will be no cost?

The material will not have a cost estimate, can I simply remove the costing information from OPL8? and will eliminating them keep the order from hitting the settlement job?
