no SAP S/4HANA for Product Compliance is NOT included in EHSM.
The SAP S/4HANA for Product Compliance solution is a complete renewal of the product compliance solutions of SAP.
The previous SAP EHS Management license does not include the new SAP S/4HANA for Product Compliance.
