SAP B1 Hana Cloud : Error while uploading license file to license server Failed

I 'm using SAP B1 Hana Cloud Environment, when I import lincense file, it show cannot upload. "Error while uploading license file to license server Failed to upload license file to license server"
when I generate license file from SAP site, the Hardware Key is right.
