Contingent Workforce Management - Work Orders

In the US, we have Contingent Workers who should not work for the company more than 12 months to be considered a contractor.

We allow supervisors to extend work orders every six months, is there a way to manage this with system functionality so that in US the work orders cannot be extended after being active a full year (extended beyond the original work order start date?)
