Configuration file could not be loaded in LMS

We have uploaded a zipped scorm package to JKO (our LMS) and are getting this error when user clicks on jumplinks for different TOC topics after starting the course. Any ideas on what we need to do differently in SETTINGS to allow learner to freely click on any topic in the TOC?
