Multitenancy with launchpad service problem

Hi a short question

I try to deploy a CAP Project with SAP Element Apps to Fiori Launchpad. I want to make a multi tenant access. Do I need the portal service or is the launchpad service enough.

How do I implement a standalone approuter with launchpad service so I can upload my multitenant app.
