Report Upload Wizard - Transport Error: Communication failure

I'm getting the error shown in the image when trying to upload reports to a remote CR Server.

I have added port 6400 to firewall (before adding this it just didn;t connect at all)

I have turned off the firwall completley - same error message

All works fine locallly on CR Server if I run upload wizard

Any ideas ?
