Pack spec group not appearing in PAckpsec t.code

Hi Team,

I am facing strange issue, I have created packspec group and level set, element type. But when go to T.code scwm/packspec, no packspec group is coming.

I did all the config settings dont know what I am missing could you pleas ehelp

in the below screenshot I am getting blank drop down
