BSI TaxLocator missing in IMG after Badi was activated

We upgraded to TaxFactory 11.0 and would like to implementing TaxLocator 3.0. I am using SAP note 2948446 - BSI: installation instructions for TaxLocator 11.0.

In BSI, the TaxLocator Version 3 Data Files have been successfully loaded. In ECS, the e Business Add-In (BAdI) has been added.

However the BAdI: Activate BSI TaxLocator in Customizing for Payroll USA under Tax-> Tax Data Maintenance -> Tax Areas -> BSI TaxLocator does not display. I do not see any other notes which address this. Can you advise?

Also it seems the work location is defaulting to use personnel area. Can this be altered to use an address subtype?
