If you are using SAP Enable Now with the SQL database, new workareas are always created without Resources. To make the workarea functional, you need to connect to it with the Producer, and this component will upload resources there. The last step: finish editing them and publish.
In the HANA and Cloud version of the SAP Enable Now workareas are created with the resources from the beginning, and the "initialization" like in the SQL edition is not required.

Again, check your permissions (the ability to display Resources is separate from the ability to display content objects - although everyone should be able to display them). Check Unsorted (and everywhere else) in case they were somehow moved. How was this Workarea created? You might want to open an Incident; I've never seen this before - Resources are just always there.
