Error regarding Legal control (or license) duringVL01n Creation OD based on SO

Hi,

During creation of outbound delivery, based on Sales order, I received this issue in SAP (vl01n). "Item XXXXX cannot be copied due to legal control" with message error as VL400. But in the Sales order the legal control everything is green.

I know it has been previously been asked but there wasn't any definitive answer.
