How do I send attachments to Rfq from sap hana to sap ariba with a maximum size limit of over 100 Mb?

Hello Marco,
Currently Ariba CIG is default integration method which SAP Ariba provides. When you create RFQ via ME41, the IDOC of type ARBCIG_REQOTE is sent to CIG. This IDOC type has segment for attachment data. Ariba CIG transforms this IDOC into cXML which Ariba Network is expecting. So you can send the attachments wth RFQ which you have attached while creating the RFQ document.

thanks for your reply. We are sending the attachments exactly the way you described but we have 2 different types of errors due to size of the attachments:
1 error: when the attachments have high size, the idocs in SAP S/4 HANA are not sent and we get the error 02
2 error: when idoc is successfully sent from from sap, it fails in cig due to size issues. (Ariba Network does not accept RFQs that have attachments larger than 100 MB in size).
Is there any other way to send large attachments?

Ariba does not allow attachments higher than 100MB for RFQ document. That is max limit for Ariba Network.
If user wants, he can attach documents further in Ariba realm in the sourcing request.
One partial way is to use Import Document webservice in a custom program. But this webservice needs Ariba Sourcing Request number SRxxxxx to be passed as a part of request. This generated Sourcing request number needs to be taken from Ariba manually.

Only the trouble will be, some documents, you need to attach after you have created the sourcing request in Ariba.
This is a workaround which I can think of.
