WM : TO(transfer order) Creation in Background with User-designated Master location data(LGTYP LGPLA)

My clients wants to ship items received from a specific company through BATCH JOBS. At this time, They would like to manage specific LGTYP and LGPLA as CBO master and ship the goods only from the master's BIN.
I think we need to customize the TO creation part through EXIT. Please help us with related measures, guides, or screenshots.
