If it is a third party storage or warehouse- you can create a virtual plant and move stock from your own plant to virtual plant with STO. In STO( stock transport order) you can have ICMS charge as you needed by having a separate condition in STO pricing schema.
If stock available with vendor and you wanted to send that material to third party storage or warehouse- First you need to purchase that material and then move material to third party storage or warehouse or Create standard PO for vendor- keep delivery address as address number of third party storage or warehouse.
