SAP PartnerEdge PE Service/ Open Ecosystem Service (Authorization Support)

I am looking for help in completing business plan and other requirements to obtain SAP PartnerEdge PE Service/ Open Ecosystem Service (Authorization Support). I already have the Open Ecosystem Partner Dimension enabled and want to proceed further with Service Authorization in either Standard or Open Ecosystem.
