Position org chart to new managers

Is there any way to automatically give access to the position org chart to managers who do not have direct reports but have authorized positions?

I have a case in which a person who has never been a manager has been authorized positions but cannot enter the position org chart to make the requisition because he doesnt have the role of manager yet.
