Feature UTREL : Define Forceonline, ForcePaper and Default

We have a situation where ForcePapaer has blank value and ForceOnline has a value X and Default 3 in Feature UTREL.

What we want where is either IT3228 is not for the employees or if it is there only online copies of Forceonline should be there.
