Entering a dynamic modification rule is not allowed

I am trying to assign a Dmr in inspection plan.. But system not allow me to assign the Dmr in the inspection and pops an error msg :

Entering a dynamic modification rule is not allowed

Message No. QP474...

can anybody guide me how to resolve the issue.
