I clicked the wrong button, and activiated the entire tree from the default host level down... in SICF
Is there a way to reset the services back to default?

Here https://wiki.scn.sap.com/wiki/plugins/servlet/mobile?contentId=512231169#content/view/512231169 it is described how mass activate ICF services via RS_ICF_SERV_MASS_PROCESSING. Beforehand, the list of active services must be exported from the source system, using the report RS_ICF_SERV_ADMIN_TASKS. See the SAP Note 1555208 for details.
Maybe you can restore ypur system on another box and perform these actions there?

the table ICFSERVLOC contains the activation flag (field ICFACTIVE). As the flag "Log Data Changes" is activated in the technical settings (SE13), you can follow up changes with transaction SCU3. Maybe this could help to get back to the previous settings.

the answer for your question is no, there is no a rollback procedure for sicf massive activation.
andre.fischer gave you a way to manual fix what you have done.
My idea is similar to the above but, I would say, make the active services export from a specular system and you can call out the deactivation+activation based on services export as landscape alignment 😉

PS.: don't exclude restore with pointing time recovery, it maybe quicker
PS2: if the system where you made the tiny mistake is a non-prod, you could live with it ...
