Utilities - Localisation Brazil

I have a question. My team and I work for Utilities - Localisation Brazil. There is a workspace in the Community for global utilities, but we wanted to know what's the possibility to create a workspace only for Brazil, and that would be: Utilities Brazil. Is there a possibility to create it? If yes, how can we proceed? Thank you,Marina
