FAIL: NIECONN_REFUSED (Connection refused), NiRawConnect failed in plugin_fopen () cannot be resolved.

I tried the following and all got the same result.

Is there a solution?

Is it possible that the host name is incorrect?

where i come from they say few ideas and very confused...

Today my crystal ball reader works so let's start with the solution, sapcontrol should point to the right instance number which , in your case , its not 00 but 10 for ASCS and 12 for DI (like sapcontrol -prot NI_HTTP -nr 10 ) thats why sapcontrol cannot connect with port 50013

So here are my answers:

A couple of FYI points:

- when you start your sap, start first the ASCS then DI

- S/4 HANA tag was probably wrong, wasnt it?

sapcontrol -prot NI_HTTP -nr 12 -host sapci -function Stop
sapcontrol -prot NI_HTTP -nr 12 -host sapci -function StopSystem

sapcontrol -prot NI_HTTP -nr 12 -host sapci -function StartSystem
sapcontrol -prot NI_HTTP -nr 12 -host sapci -function Start

those commands worked correctly.

but, 3201 process port doesn't listen.

is there somting wrong?
