System settings does not allow changes to be made to object xxxx in eclipse

Hi,

I am getting an error 'System settings does not allow changes to be made to object xxxx ' while trying to add a package in zlocal package connected to BTP cloud via eclipse.

I dont have permisson to elivate any privilages. can somebody suggest a solution.
