Maintain Employees Application is not visible in Fiori Launchpad

Maintain Employees application is not visible in Fiori launchpad. How can I login into the system with Administrator Username and password to create a developer user in SAP BTP ABAP Environment.

1) Commercial Steampunk version: The initial administrator is the mail address which was provided for system provisioning. Please refer to documentation, field "admin_email". Only this user is able to create further users with admin role or developer role etc. For the logon of the initial admin, the authentication via the SAP IDP is used (same how to logon initially into the BFP Cockpit).

2) Trial Steampunk version: Fiori app to Maintain Employees is not supported. See this blog post

the answer should be, get a customer/partner license and then:

- Increase the Quota for the ABAP Environment

- Create an ABAP System

- Login on to the Administration Launchpad of the ABAP Environment
