This changes should be recorded in the current business change project and will only be available for import in P once the transport lock period is closed after the P upgrade. There is no individual transport raised for this configuration as far as i know Maybe you can stop the validity of the old rates to 30th of October and create new rates form 31 onwards that could be transported before the transport lock is raised.
