When converting PR into PO receiving below error message.

"No conditions determined (no authorization for input)" - Message number 06235.

I have checked the following configuration.

Have a look at the note 2298917 - Error 06 235 when creating Purchase Order

It provides the resolution:

Goto T-code OMET and make sure the flag T160D-ERFIN and T160D-EPRSZ are checking.

According to that, you are missing the following setting:
