Should I keep the http connection alive when posting data to IoT Services every 15 seconds?
I'm worried that the HCP runs out of http connections if too many devices keep their connection open all the time.

no, it is not mandatory to keep client connections open when sending messages to the IoT MMS using its Data Services APIs [1]
