How Automated monitoring alerts if the job has not started on expected time?

Hello All,

I am developing a redwood script which which shoot an email alert when any event based job is expected to run at particular time but it have not started.

Constraint to it:

1. I don't want to add any parallel job to monitor the existing job.

2. Either in action tab I want to write a script or I want to create a trigger on pre condition( tried this but trigger is not getting response from job.. suggestion on this is recommended)

Kindly do let me know incase I need to change my approach.
