Bills replication from SAP Subscription Billing to SAP S/4HANA

Hello Experts,

In SAP Subscription Billing we have over 300 Bills with Status Closed and not transferred, But when the replication Iflow is executed only 41 Bill are triggered to be replicated,

I want to know if it's an expected behavior from the system?
