Normal or urgent document in Withdrawn status avoids change document advance

We have SolMan 7.2 SP 10 installed.

When in a change document we have a urgent document or normal document in status Withdrawn and other one is imported into production in the same change document, this last one desn't advance to implemented status.

We are using report CRM_SOCM_SERVICE_REPORT in a schedule job to move urgent and normal documents to import into production status and apply transport request to productive system.
