Does S/4HANA come with Enable Now as standard

Hi,

If a company buys S/4 am I right in saying that it still come with Enable Now (without needing any licences) but it is of course purely standard and you can’t extend/edit?

Or even without licenses they still need to have it switched on/enabled?
