missing cloud sdk runtime environment

Hello,

I've found versions of this question asked in the past. None of the answers I've seen is helpful. I'm looking at samples from neo-javaee7-wp-sdk-1.108.5.zip (at https://tools.hana.ondemand.com/#cloud) in Eclipse 2021-09. I've installed everything available from https://tools.hana.ondemand.com/2021-09 (see https://tools.hana.ondemand.com). In Eclipse I get the error "Target runtime Java EE 7 Web Profile TomEE 7 is not defined." for the sample projects. In Windows > Preferences > Server > Runtime Environments when I try to add this runtime this is what I see:

There is no Java EE 7 Web Profile TomEE 7 runtime under SAP. How do I fix this?
