Fiori Leave Request - Withdrawl

More specifically, when an employee withdraws an approved leave, we would like to prompt the user to select an approver rather than sending the Withdrawl to the person that approved the original request. This is to cater for scenarios where an approver may have left the firm. Is this something that can be activated in My Leave Request or is this a custom development?
