I am getting error, for material xyza, no material master exist in plant u999 and storage location u111.

Not sure, in which transaction, you were getting this error. Most probably, system would trigger this error when the storage location what you tried has not been created / extended to the plant. First check whether you entered the right plant and if so, check in MMSC whether the storage location which you entered, is there. If not, maintain it in mmsc and retry the process

Use t.code MM60 and find your material xyza available.

If material xyza available in different plant - you can extend material xyza to plant with MM01 t.code

If material xyza available in plant u999 and with different storage location - you can extend material to storage location u111 with MMSC t.code
