Campaign Image to be made optional

Hi

When i am trying to publish the campaign, It shows an error "A title image is required to publish the campaign"

what are the settings (if any) needs to be done to publish the campaign without the image, the campaign image should be optional and the user should be allowed to publish the campaign without the title image.

I have done the following settings but still the user is not able publish the campaign

Settings->Disable idea image - tick
