cannot post accrual entry due to budget committed

Dear users and experts,

My user cannot post accrual entry because the budget is committed (no available balance for budget). Is there any solution?

Here are the scenarios:

KO01-Create IO

KO22-Change budget for IO

ME51N-PR creation (budget owner raise PR the whole amount and this makes budget committed)

ME21N-PO creation (budget owner raise PO the whole amount based on PR and this makes budget committed)

MIGO-Post GR-goods receipt

MIRO-post IR-invoice receipt

Post accrual entry-payment is yet to settle to the vendor, so the user accrue as liability
