Item Category CBTA on sales order item does not derive requirements for customer stock

We have created a sales order item with item category CBTA (MTO)

However if we go to the customer requirements list the item is not assigned to a Customer Stock segment

Note that it has worked before.

What is overruling the item category on sales order item ?

What am I missing ?
