Long back I raised an Idea in Influence forum and it was rejected due to lack votes.
This Improvement request (IR) has been submitted more than 18 months ago, however it has not reached the minimum voting threshold required for Review. Hence we consider this IR has not gained sufficient support from other customers and we will not be considering it for review going forward.
How many votes would be sufficient for an idea to be considered ?

I got the response from SAP forum, the criteria is 15 votes within 18 months from the date of Idea submisstion.

I'd highly recommend you to check it per product.
For example, Ariba Guided Buying's predefined voting threshold is 8 (Influence Opportunity Homepage - Customer Influence (sap.com)), and Ariba Catalogue's is 15 (Influence Opportunity Homepage - Customer Influence (sap.com))
