How we can block unauthorized person to release any PR??

Any sap user who has access to ME54, ME55 or ME54n can release PR which are pending to release different dept heads. Need to restrict all Authorized people to release relevant PR's only.

Execute SU24 on transaction ME54n to get a list of relevant authorization objects, then work with your security team to adjust user roles.

How your release strategy designed for PR- are each department wise release strategy designed with release code to release PR with values of vital release parameters where releaser authorized to release ?

Just like that anyone cannot release a PR without authorisation- you need to have authorisation matrix and assign user on releasing of PR with release code and release strategy.
