Can we build a project Budget Approval multi layer workflow in S4 EPPM cloud

There is a custom requirement for Project Budget workflow, could anyone share any API/CDS views can be used to build the workflow in S4 EPPM cloud solution ?

This topic recently came up at a customer.

There was a recent innovation with 2108 to enable workflow for project release. (changing state)

Unfortunately, this innovation does not yet include workflow for budget approval.

However, the BTP provides a workflow service that you can leverage for a side-by-side extensibility:

On the API Hub, there is a Project Budget Approval automation project that uses the SAP Workflow Management in BTP.
