Link Area - SCP

Hello everybody,

I would need to know, please, how you can insert the highlighted item in the links section (I see it, but some users don't. It shouldn't be tied to roles they don't have).

I have read that the "Link Area" should be modified with SAP Fiori Launchpad Designer.

Has anyone ever done this? Could you tell me how to proceed?
