Has anyone an idea how the Loi de finance 2020 article 153, which in short describes how the electronic invoicing should operate between french-based companies starting fom 2023, will be setup in the cloud landscape ?

SAP Document and Reporting Compliance will be the solution to cover your requirement.
No detail about SAP solution is available as the external final specification from the authorities is planned for end of this month (June 2022).
