Did you check sales order line item schedule tab ?.Is the qty confirmed ?.

What is the error when you tried to create the delivery?. Can you please check whether the qty is confirmed in the schedule lines tab ?. If it is not confirmed then check the reason.

Also check whether the order is third party order or not ?.
