safety stock input to the sales order controlled by user

Hi Experts,

The requirement is as below when we create the sales order-

Safety Stocks are not subject to order confirmation , only can be confirmed by manual operation.

How we can set up this requirement?

Say for example-

Stock 500,

Safety Stock 100

Available ATP to the sales order is = 400

in the sales order the order qty is 450, but the sales order should confirm till 400 automatically to the sales order from the available stock 400 and remaining 50 qty user can confirm manually to the sales order either user confirm 30 from safety stock or 40 from safety stock. The safety stock qty allocation to the sales order is up to the user.

How Can I full fill this requirement. Can we achieve this through Parameter Dependent ATP Safety Stock?
